General Information

Phoenix Sky Harbor International Airport is the Phoenix Metropolitan area's only commercial airport. It is served by 23 major air carriers, several commuter and cargo carriers, and is home to the 161st Air Refueling Group of the Arizona Air National Guard. The City of Phoenix strives to provide a high level of service while ensuring that the concerns and needs of airport area residents are fully considered.

One of the greatest challenges facing the Phoenix Airport System is the impact of aircraft noise on our neighbors. Additionally, noise impacts from other sources have also increased with the growth of our urban areas. The effects of noise on airport neighbors are handled positively. Recognizing our neighbor’s concerns, the City of Phoenix Aviation Department initiated the Residential Sound Assistance Program. Public Airport Disclosure Maps

In 1999 the Arizona State Legislature enacted real estate disclosure law (A.R.S. 28-8485; A.R.S. 28-8486; A.R.S. 32-2181(A)(23); A.R.S. 32-2195(B)(14). This law requires prospective purchasers to be notified if the property is in the vicinity of a public airport, as defined by the statute. Community Noise Reduction Program

The Community Noise Reduction Program (CNRP), created by the Phoenix City Council in 2002, offers services to eligible Phoenix and Tempe residents living in the neighborhoods most severely impacted by noise from airplanes using Phoenix Sky Harbor International Airport.

CNRP service areas, determined by the Federal Aviation Administration (FAA), include single-family homes located within the 1992 and 1999, 65 and 70 Day Noise Level Contours and constructed prior to October 1, 1998. A noise contour map illustrates affected areas.

Residential property owners, living within the affected areas and wishing to receive assistance, are eligible for either Residential Sound Mitigation Services (RSMS) or Voluntary Acquisition and Relocation Services (VARS).

Residential Sound Mitigation Services

RSMS provide sound insulation, at no cost to eligible homeowners that includes: acoustically designed windows and doors; additional attic insulation; covers for wall openings such as air conditioning units; and exhaust fans. Voluntary Acquisition and Relocation Services

VARS is a voluntary “buy-out” program whereby eligible homeowners may sell their residences to the city of Phoenix and relocate to a comparable dwelling of their choice in any community outside of the program area and outside other noise-impacted areas. An estimated 1,100 single-family detached dwellings are within the eligible service area (7th Street to the west; 44th Street to the east; Washington Street on the north; and University Drive on the south). VARS also publishes a quarterly newsletter in English and Spanish.

Some key support services provided to VARS participants include: workshops to assist home owners/residents in making informed decisions; referrals to legal assistance, social services, professional moving services; and post-move follow-up to ensure that families remain successful in their new home.

Part 150 Airport Noise & Land Use Compatibility Study
Phoenix Sky Harbor International Airport

Part 150 of the Federal Aviation Regulations (FAR), “Airport Noise Compatibility Planning” describes standards for airports to document noise exposure and establish programs to minimize noise relative to incompatible land uses. This process involves a formal submission of documentation to the Federal Aviation Administration to include a Noise Exposure Map (NEM) and a Noise Compatibility Program (NCP). The development of a NEM and NCP is a key step in preventing conflicts that occur due to both increased aviation activity and urban growth.

In January 1987, the City of Phoenix and the City of Tempe voluntarily initiated a FAR Part 150 Study. This co-sponsored study provided the framework to develop and implement a noise compatibility program. The program provided a significant reduction in noise impacts to surrounding communities.

The City of Phoenix Aviation Department updated the 1989 FAR Part 150 Study in November of 1998 and took steps to reduce noise caused by aircraft in the vicinity of the airport. These steps include efforts to reduce incompatible land uses, either by aircraft noise abatement or by changes to land use. Noise Reports

Sky Harbor reports on noise levels in the Phoenix metropolitan area every 6 months. The reports in the links below show a steady decrease in the complaints of our airport neighbors from 1999 – 2005.
