This report provides advance notice of liquor license applications that were received by the City Clerk during the period of Wednesday, November 12, 2008 through Tuesday, November 18, 2008.

 

INFORMATION

The liquor license application process includes the posting of a public notice of the application at the proposed location for twenty days and the distribution of an application copy or a copy of this report to the following departments for their review: Finance, Planning, Police, Fire, Street Transportation, Development Services, and the Maricopa County Health Department.  Additionally, License Services mails a notice to all registered neighborhood organizations within a one-mile radius of each proposed business location (excluding Special Events).

 

Additional information on the items listed below is generally not available until the twenty-day posting/review period has expired.

Pursuant to A.R.S. § 38.431.02, notice is hereby given to the members of the City Council and to the general public that the City Council will hold a meeting open to the public on Tuesday, November 18, 2008, at 2:00 P.M. located in the City Council Chambers, 200 West Jefferson Street, Phoenix, Arizona.

2009 STATE LEGISLATIVE AGENDA

This report describes the City’s proposed state legislative agenda for the First Regular Session of the 49th Arizona State Legislature.  Once modified and approved by the City Council, the agenda will define the City’s state legislative priorities and guide the City’s lobbying activities at the State Legislature.  As bills are introduced and debated, the agenda will evolve with input from the Mayor and Council.  The session will commence on Monday, January 12, 2009.

Action Taken:

Government Relations Director Karen Peters gave a PowerPoint presentation on the City of Phoenix’s proposed state legislative agenda.  She reviewed the guiding principles behind the agenda and noted new leadership in both houses.  She stated the Arizona League of Cities and Towns has pending litigation against the state regarding its actions related to shared revenue, and she added staff continues to work with legislators to address state-influenced funding challenges faced by the City.

 

Mayor Phil Gordon inquired about the extent to which further state funding cuts would affect City finances. 

 

City Manager Frank Fairbanks indicated additional state cuts would compound the City’s financial challenges, possibly causing reductions to essential services such as public safety.

 

Mayor Gordon affirmed the importance of neighborhoods, labor, and other community organizations in working with the state to prevent additional funding cuts. 

 

Ms. Peters noted state financial sweeps of certain funds have reduced funding to a number of City services.  She stated the Arizona League of Cities and Towns and other organizations are working to stop the state from taking more money out of these funds.

 

Councilman Mattox asked whether this issue could be added to the existing legal claim made against the state by the Arizona League of Cities and Towns.   

 

Ms. Peters indicated the issue could be added to the suit, but legal advisors have suggested the suit remain as simple as possible. 

 

Vice Mayor Neely noted any state reduction of Local Transportation Assistance Fund (LTAF) money would adversely affect transit services.  She suggested staff contact constituents that had previously expressed concern about theses services to work with the state on the issue.

 

Government Relations staff members Tom Remes and John Wayne Gonzalez detailed a number of specific issues staff would be addressing at the Legislature, including the 911 Fund, metal theft, graffiti vandalism, and economic development.

 

Vice Mayor Neely discussed issues related to private development and impact fees, suggesting staff work with the State Land Department to resolve the matter. 

 

Councilman Stanton asked staff to monitor developments in the Legislature on the payday loan industry.

 

Mayor Gordon asked staff to brief the state Speaker of the House on the City’s budget process.

2009 FEDERAL AGENDA

The purpose of this report is to present federal issues for discussion and input leading to the final staff recommendation of the City’s 2009 federal agenda for Mayor and Council approval later this year.  Once modified and approved by the City Council, the agenda will define the City’s federal legislative priorities and guide the City’s lobbying activities at the federal level.  The current national economic and political environment presents significant new challenges and opportunities for the City; success in achieving our federal goals is more important than ever this year.

Action Taken:

 

Government Relations Director Karen Peters provided a PowerPoint presentation on the City’s proposed federal legislative agenda.  She outlined the guiding principles behind the agenda and noted pending economic stimulus proposals in Congress. 

 

Mayor Gordon asked whether the current proposals would be in addition to the existing $700 billion package.  He also suggested local governments request loans from the federal government to begin infrastructure projects, which would spur economic growth.

 

Ms. Peters stated local governments are already lobbying the federal government for such funding, noting the City has nearly $2 billion in planned infrastructure projects.

 

Councilman Johnson expressed support for these proposals and affirmed the need for the City, as the fifth largest city in the nation, to receive a proportionate share of federal funding.

 

Mayor Gordon opened the floor for resident comments.

 

Joan Rattay expressed opposition to guest worker and pathway to citizenship programs for undocumented immigrants. 

 

Kathryn Kobor stated opposition to amnesty and pathway to citizenship programs for undocumented immimigrants.

 

Mayor Gordon stated funding for the COPS AHEAD program should be maintained to support public safety.  He also noted federal mandates should not be unfunded.

SUBJECT:

PHOENIX NEIGHBORHOOD STABILIZATION PROGRAM DRAFT PLAN

 

 

This report provides information to Mayor and City Council on the draft Action Plan for the Phoenix Neighborhood Stabilization Program (NSP), to address the uses allowed under the Housing and Economic Recovery Act of 2008 (HERA) funding allocated to the city of Phoenix.  The Neighborhoods, Housing, Historic Preservation, Arts & Culture (NHHPAC) Subcommittee reviewed the draft at their special meeting on November 10, 2008.

 

THE ISSUE

 

As authorized by the NHHPAC Subcommittee on October 24, and by the Mayor and Council at the October 28 Policy Meeting, Neighborhood Services and Housing department staff have drafted a proposed Action Plan for the city’s program which establishes areas of greatest need, goals, and a tiered approach for strategies with funding targets. 

 

US Department of Housing and Urban Development (HUD) regulations require a submittal of the plan by December 1, 2008.  Staff will submit to HUD by that deadline.

 

The draft Phoenix Neighborhood Stabilization Program, Substantial Amendment to the Consolidated Plan and 2008 Annual Action Plan is available for public review and comment from November 12 to November 26, 2008.  An Open House Public Meeting on this Action Plan was held on November 19, 2008 at Phoenix City Hall with approximately 170 residents in attendance.
