District 2 Staff

The staff in District 2 is here to serve the needs of our residents. We answer questions, refer residents to city departments and take suggestions from residents. Please feel free to call or e-mail us at any time.



Sarah Dobbins, chief of staff, sarah.dobbins@phoenix.gov

Sarah began working with the District 2 office in 2005 as a council aide. In this position, her duties included coordinating the Vice Mayor’s calendar, district events, assisting residents with neighborhood issues and assisting with coordination of day-to-day office operations. In her current position as District 2 chief of staff, some of her duties include supervising daily office operations, assisting the Vice Mayor with meeting planning and preparation and assisting residents with neighborhood issues. Prior to working in the District 2 office, Sarah was the director of the Alleghany County Family Resource Center in northwestern North Carolina. She moved to the Valley in 2005 and loves calling Arizona home. When she is not working, Sarah enjoys hiking, jogging, reading and music.

James Orloski, council research analyst, james.orloski@phoenix.gov

James Orloski is a first-generation Arizonan. He was born and raised in Tucson and received his undergraduate degree from the University of Arizona, where he studied psychology and political science. Before joining the District 2 office in May 2007, James interned at the Arizona House of Representatives, where his duties included researching complex issues and legislation having to do with counties, municipalities and the military. In addition to assisting D2 residents with neighborhood issues and questions about city services, James also helps out with District 2 liquor license applications.

Aengus McLoone, council aide, aengus.mcloone@phoenix.gov

Aengus is a fourth generation Phoenician and has resided in the Phoenix metropolitan area his entire life. He graduated from Arcadia High School in 2003 and then from Arizona State University in 2007 with a Bachelor of Interdisciplinary Studies degree in Business and Public Administration. He first joined the D2 office in May 2007 as an intern and then began working as a council aide in July 2007.
