About the Community Development Division
The Community Development Division plays a critical role in the Department's mission to preserve and revitalize neighborhoods. It manages the CDBG Program, the base for NSD's three-pronged strategy of physical, economic, and social neighborhood renewal. It also implements the Housing Development/Infill and Neighborhood Economic Development Programs.

Housing Development promotes home ownership in targeted neighborhoods. Staff works with developers to build new homes or renovate and resell existing homes. Development assistance might include acquiring and clearing blighted properties, replatting, providing buyer assistance, or making loans or grants for construction. This section also manages the neighborhood revitalization open application process for CDBG funding.

The targeted neighborhoods are made up of the following neighborhood initiative areas and redevelopment areas:

* Eastlake Redevelopment Area
* Garfield Redevelopment Area
* Government Mall Redevelopment Area
* Isaac Redevelopment Area

Neighborhood Economic Development undertakes activities that stimulate commercial and retail development, create jobs and strengthen the economic stability of neighborhoods. Business assistance is provided for land assembly, commercial facade improvements, infrastructure and streetscape enhancements, and technical assistance is available to business owners.

The Planning and Research Section coordinates the city’s consolidated planning activities and its annual performance and evaluation report. The section also oversees the Community Development Block Grant Enhancement and Infrastructure programs.
