Phoenix operates under a council-manager form of government. The Phoenix City Council is comprised of a mayor and eight council members elected by the people on a nonpartisan ballot for four-year terms.Last Modified on 11/30/2006 13:35:22The mayor is elected at large; council members are elected by voters in each of the eight separate districts they represent. The terms for council members from odd-numbered districts and for the mayor expire in January 2008, while terms for the council members from even-numbered districts expire in January 2010.
The mayor and council serve as the legislative and policymaking body of the municipal government. Together they enact city ordinances, appropriate funds to conduct city business and provide policy direction to the administrative staff.
The city manager works closely with the mayor and council to assist them in formulating policies and programs. Overseeing more than 13,000 city employees, the manager is responsible for the efficient ongoing operation of all city services as set forth by the City Council.
