Get in the Zone. The Enterprise Zone, that is...
The Enterprise Zone (EZ) Program is a state program administered by the Arizona
Department of Commerce to encourage creation of quality jobs and capital investment
in distressed areas of the state. The program was authorized by the Arizona
State Legislature in 1990 and amended in 1996. The current program operates
under 2006 legislation and is authorized until June 30, 2011.
The city of Phoenix Enterprise Zone makes it more profitable to do business
in designated areas of the city. Any company located in an Enterprise Zone
can claim up to $3,000 in tax credits by creating net new quality jobs within
the zone. Small manufacturing firms additionally may qualify for significant

Where are the City of Phoenix Enterprise Zones (COPEZ)?
There are technically two zones within the City's boundaries (COPEZ and the
Western Maricopa EZ). The City's zone covers approximately 200 square miles
including downtown, 1-17 Corridor, Deer Valley Airpark, Sky Harbor airport
area, the South Mountain area and Southwest Phoenix. The benefits in both
zones are identical.
Other Zones
There are EZ's throughout the state. In the Valley, the Western Maricopa
Enterprise Zone (WMEZ) covers 5,600 square miles of the County, including
parts of Phoenix and 10 other political jurisdictions. Tempe and Chandler
also have small zones. Benefits are the same for all.

EZ Benefits
There are two benefits to being located in any EZ:
- Income Tax Credits: For
all companies with less than 10% retail, a credit to state corporate income
tax for creating net new quality jobs, limited to 200 jobs per year.
- Property Tax Reduction:
For small manufacturing companies, reclassification of primary property tax
which reduces the total property tax by 40-60% for five years.

The Arizona Department of Commerce administers the program statewide and provides
interpretation of rules and guidelines. The State program administrator is
Patty Duff, 602-771-1213. The Arizona Department of Revenue is the final authority
